GENERATOR SMOKE TESTS
REQUIREMENT:
In accordance with Title 24 Chapter 1 of the New York City Air Pollution Control Code §24-109(c)(2)(i):
“An application for the registration of any generator shall include documentation that the generator has passed a smoke test performed in accordance with the procedures set forth in Method-9 – Visual determination of the opacity of emissions from stationary sources, Appendix A-4 to
part sixty of title forty of the code of federal regulations, or documentation in the form of certification by a professional engineer or registered architect that a stack test has been performed in accordance with the rules of the department.”
Required registration of a generator with the NYC Department of the Environmental Protection is dependent on its use (stationary, emergency, or portable), size, and if the engine is certified to US EPA tier four emission standards.
DESCRIPTION:
This smoke test is not the same as the all too familiar smoke test required by the NYC Building Code on heating chimneys. The test is a visual inspection by a certified professional of the plume emitted by the generator engine. The visual test is to ensure the opacity of the plume
complies with the US EPA and NYC Department of Environment Protection requirements. The opacity of smoke provides a quick, effective measurement of how much particulate matter is in the smoke. Particulate matter is an air pollutant and can consist of hazardous or non-hazardous chemicals. Opacity observations are a vital tool in reducing air pollution and demonstrate compliance with air regulations. Opacity observations are responsible for the largest reduction in air pollution and
consequently the largest number of air pollution fines in the U.S.
